How to Collect Scope 3 Data from Suppliers Without Losing Your Mind

Why Scope 3 Is the Hardest Scope

Scope 3 emissions — indirect emissions across an organization's value chain — typically account for 70 to 90 percent of a company's total carbon footprint (CDP, 2023). Yet collecting this data is far more complex than measuring Scope 1 and 2 emissions.

The GHG Protocol Scope 3 Standard defines 15 distinct emission categories (WRI/WBCSD, 2011). Each category may require different data collection methods, data sources, and calculation approaches. This guide walks through the supplier data collection process step by step.

Prioritize Your Scope 3 Categories

Rather than tackling all 15 categories simultaneously, focus on those with the largest emissions impact for your company.

According to CDP's 2023 supply chain report, 56 percent of companies reporting supply chain emissions identify Category 1 as their largest source (CDP Supply Chain Report, 2023).

Build Your Supplier Engagement Strategy

Step 1: Supplier Segmentation

Instead of requesting data from every supplier, prioritize based on spend:

  • Tier 1 (Top 20 suppliers): Primary data request — facility-level emissions data
  • Tier 2 (Mid-size suppliers): Sector averages and supplier self-assessment
  • Tier 3 (Small suppliers): Spend-based emission factor calculations

This approach aligns with the GHG Protocol's principle of using primary data wherever possible while accepting secondary data where it is not practical (WRI/WBCSD, 2011).

Step 2: Prepare Your Data Request Form

Provide suppliers with a clear, easy-to-complete form. The form should include:

  1. What data you need: Total GHG emissions (tCO2e), energy consumption, fuel types used
  2. Reporting period: Which calendar year
  3. Scope: Which facilities (those serving your account, or all operations?)
  4. Calculation method: Which emission factors they used
  5. Verification status: Whether data has undergone independent verification

Step 3: Provide Technical Support

SME suppliers in particular may have limited experience with GHG inventories. Offering training materials or webinars improves both data quality and the supplier relationship.

Step 4: Set Graduated Expectations

Starting with spend-based estimates in the first year and building a transition plan toward primary data over time is a realistic approach.

Common Mistakes and Solutions

Avoid double counting

Report emissions attributable to the product or service supplied to you, not the supplier's total emissions. For example, if you purchase 1,000 tonnes of steel from a supplier who produces 500,000 tonnes annually with 300,000 tCO2e emissions, your attributable share is 1,000/500,000 × 300,000 = 600 tCO2e — not 300,000 tCO2e. Allocation methods (economic, physical, or mass-based) must be clearly defined and consistently applied.

Clarify scope definitions

Clearly specify whether you are requesting Scope 1 data, Scope 1+2 data, or lifecycle emissions from the supplier. Different frameworks expect different boundaries. For GHG Protocol Scope 3 Category 1, you need the "cradle-to-gate" emissions of the purchased product — which includes the supplier's Scope 1, Scope 2, and upstream Scope 3. Simply asking for "emissions data" without specifying the boundary will produce incomparable results across your supply chain.

Manage timing mismatches

Your supplier's reporting period may not overlap with yours. A supplier with a fiscal year ending in March will have different data availability than one ending in December. In such cases, use the closest available period and document your assumptions. The GHG Protocol allows "reasonable approximation" for timing differences, but consistency year-over-year is essential.

What to Do When Suppliers Don't Respond

Low response rates are the norm in first-year supplier engagement. When suppliers don't respond or cannot provide emissions data, use the following fallback hierarchy:

  1. Check public disclosures: Many large suppliers publish sustainability reports or respond to CDP. Their emissions data is publicly accessible.
  2. Use product-level emission factors: Industry databases (Ecoinvent, DEFRA product conversion factors) provide emission factors per unit of specific products.
  3. Fall back to spend-based estimation: Use economic emission factors (kgCO2e per EUR spent) as a last resort. This is the lowest-quality method but ensures 100 percent Scope 3 coverage.
  4. Document the escalation path: Record which suppliers were contacted, which responded, and which required fallback methods. This creates an improvement plan for the following year.

Action Plan

  1. Use your spend data to identify your top 20 suppliers by procurement value
  2. Prepare a standardized data request form that clearly specifies the boundary, units, and reporting period
  3. Keep the first request simple — focus on Scope 1 and 2 emissions and total production volume
  4. Set a response deadline and follow up with non-respondents after two weeks
  5. Target moving one data quality level higher each year — from spend-based to product-specific to supplier-specific
  6. Report results to the board on a regular basis, including the data quality score and supplier engagement rate

Action Item: Excellence in Scope 3 reporting requires consistency as much as accuracy. Starting with incomplete data is better than not starting at all — improve your data quality every year.
