Allocation methods (economic, physical, or mass-based) must be clearly defined and consistently applied.
Clarify scope definitions
Clearly specify whether you are requesting Scope 1 data, Scope 1+2 data, or lifecycle emissions from the supplier. Different frameworks expect different boundaries. For GHG Protocol Scope 3 Category 1, you need the "cradle-to-gate" emissions of the purchased product — which includes the supplier's Scope 1, Scope 2, and upstream Scope 3. Simply asking for "emissions data" without specifying the boundary will produce incomparable results across your supply chain.
Manage timing mismatches
Your supplier's reporting period may not overlap with yours. A supplier with a fiscal year ending in March will have different data availability than one ending in December. In such cases, use the closest available period and document your assumptions. The GHG Protocol allows "reasonable approximation" for timing differences, but consistency year-over-year is essential.
What to Do When Suppliers Don't Respond
Low response rates are the norm in first-year supplier engagement. When suppliers don't respond or cannot provide emissions data, use the following fallback hierarchy:
- Check public disclosures: Many large suppliers publish sustainability reports or respond to CDP. Their emissions data is publicly accessible.

- Fall back to spend-based estimation: Use economic emission factors (kgCO2e per EUR spent) as a last resort. This is the lowest-quality method but ensures 100 percent Scope 3 coverage.
- Document the escalation path: Record which suppliers were contacted, which responded, and which required fallback methods. This creates an improvement plan for the following year.
